Thomas Barwick Lloyd Baker (1807-1886) began his career as magistrate for Gloucestershire, England. He established the Children's Friend School at Hardwicke in 1852 for the purpose of reforming juvenile criminals in the county. He was a chief promoter of the reformatory school system and did much work in connection with prevention of crime and care of discharged prisoners. Collection contains correspondence and a manuscript by Baker. Correspondence, 1877-1883, consists primarily of letters to Josephine Shaw Lowell, American activist and philanthropist, about crime, pauperism, criminals, and prisons. Baker's manuscript concerns reformatory administration.

Josephine Shaw Lowell, civic volunteer, born in West Roxbury, Mass., in 1843, brother of Robert Gould Shaw and widow of Colonel Charles Robert Lowell, was active as a social reformer in New York City. She was the first woman appointed to the New York State Board of Charities and founder of the New York Charity Organization Society and the Woman's Municipal League of New York City.
